Contract Description:

The Coeur d’Alene Tribe’s Albeni Falls Project manages 7 properties covering 2,177 acres of potential native habits as mitigation for Albeni Falls Dam Construction and Inundation Losses. The Coeur d’Alene Tribe's goal for these properties is to maximize native fish and wildlife habitats for the benefit of Coeur d'Alene Tribal Members and the communities at large.  

The focus for FY2024 was defining and writing the Request for Proposal (RFP) for wetland restoration within the Goose Haven Mitigation Property.  It has also marked the start of the Elk Horn re-forestation project and will continue into the future.  At this point, it is unclear as to how much effort, and how many years, will be needed to achieve the restoration potential for the wetlands within Goose Haven Property. Work Elements and Milestones for FY2025-2026 were crafted to assess that wetland potential and define the effort needed to achieve that potential.

The capacity to address the habitat improvement expanded greatly in 2024. The Tribe was able to hire skilled personnel, purchase additional equipment and necessary tools. This attainment of personnel and equipment will allow the Coeur d’Alene Tribe to more aggressively address the habitat deficiencies within the Wildlife Mitigation properties. Direct efforts for wetland restoration within the lower functioning Goose Haven habitats through this 2025-2026 performance period are to be more common in the future scopes of work.  

The work Elements in this Statement of Work are ordered in general categories that correspond to Planning and Coordinating (Work Elements A through F), Construction and Implementation (Work Elements F through L), and Project Administration (M and N).

The Goose Haven Lake restoration project is to take a reed canary grass infested wet land and turn it into a functional diverse wetland with native plant communities. There are canals of water that move through the canary grass on the property.  Our focus is on all potential actions needed to maximize and increase wetland diversity and functionality.  Reconstruction of the wetland: re-routing canals, grading and flooding of most areas, with mid channel islands and planting of native plant communities.    

Coeur d’Alene Tribe Fish and Wildlife objectives for the property include:
•    Increase wetland diversity and maximize waterfowl and wildlife habitat;
•    Reestablish native plant communities;
•    Share increased floodplain and wetland function with Tribal Properties adjacent to the Goose Haven Lake Property;
•    Minimize alterations of hydrologic function and disturbance to neighboring non-Tribal properties.
